eHealth Consortium

Four stages of development

The roadmap was drawn up in 2020 and covers the horizon to 2030. The first stage is complete (green marker); the second is in active progress (amber); the third and fourth are the Consortium's strategic vision for the coming years.

2020

Stage 1 — Formation and organisation

Delivered

The first stage — establishing the Consortium as an international expert and dialogue platform. Delivered.

Create a dialogue platform between business, experts, and government to shape rules, strategy, and standards for digital healthcare.

  • July 2020
    • Roundtable in Kyiv with NSDC and the National Cybersecurity Association, supported by the Office of the Ukrainian Parliament Commissioner for Human Rights.
  • September 2020
    • Drafting the extraterritorial charter and development strategy.
    • Engaging international experts and business representatives.
    • Forming the Consortium team.
  • October 2020
    • Setting up a working group under NSDC and outlining a legislative programme.
    • Preparing for participation in grant programmes.
    • Launching the official site and staffing the secretariat.

2020–2021

Stage 2 — Start

In progress

The second stage — entering the market and launching pilots. Partially delivered: the roadmap envisioned several major events, which over time were carried forward through the founders' operating companies — DeHealth (from late 2021) and Army Health System.

Enter the market and launch pilot projects.

  • November 2020
    • Launch of the media campaign.
    • International PR.
  • December 2020
    • Planned international eHealth conference.
    • Development and approval of key technological standards for digital healthcare in Ukraine.
  • Q1 2021
    • Planned Verkhovna Rada roundtable: "Strategy for the development of digital medicine in Ukraine."
    • Launch of the eHealth educational programme.

2021–2025

Stage 3 — Business development

Strategic vision

The third stage — strategic vision recorded in 2020. The thesis of a unified medical-records database and personalised financial accounts was ultimately carried forward by the founders as DeHealth (dehealth.app) — a global preventive-medicine platform.

Build a database of case histories, a personalised financial-accounts system, and an independent data centre. Target revenue $200M/year from Q4 2022.

  • Q1 2021
    • Creating a database of case histories and human health status.
    • Launching the personalised financial-accounts system.
    • Participation in tenders and grant programmes.
  • Q3 2021
    • Launch of an independent, robust data centre for Consortium members and the broader eHealth market.
  • Q1 2022
    • Creation of a fund supporting non-government medical care.

2025–2030

Stage 4 — Expansion and growth

Strategic vision

The fourth stage — long horizon. The strategic trajectory of the Consortium and its participants through 2030.

A closed internal financial market underpinning a private healthcare system for millions of people. International activity. Technological and financial leadership.
